| Smoke-Free Illinois: Effective January 1, 2008 the Smoke-Free Illinois Act prohibits smoking in virtually all public places and workplaces including offices, theaters, museums, libraries, education institutions, schools, commercial establishments, enclosed shopping centers and retail stores, restaurants, bars, private clubs and gaming facilities. For more information visit : Smoke-Free Illinois Snow on Sidewalk Removal Ordinance 6.14: The person occupying the ground floor of any building, the owner/user of any lot without a structure thereon, and the owner of any vacant building or other premises shall remove the snow and ice accumulating on the abutting sidewalks within 24 hours after the snowfall has ceased. If snow and ice cannot be removed the surface shall be sanded or otherwise treated to lessen the hazard for pedestrians until the climate permits removal. City Vehicle Stickers:All residents must purchase a city sticker each year for each vehicle. Vehicle stickers are available at City Hall during regular business hours. The cost is $10.00 per sticker; $5.00 for senior citizens. All stickers must be renewed by August 1 each year. After July 31, stickers will be $20.00 each. Replacement fee for a current year sticker is $2.00 with old sticker or sticker scrapings. Failure to display a current year sticker will result in a fine of $75.00. Building Permits:Building permits are required for all structural alterations, additions and repair work. Contact the Building & Public Works Department for permit requirements and applicable fees. A minimum of 5 working days is required for issuance of permits. Garage Sales:City residents are allowed to hold two garage sales per year. A permit is required at a cost of $5.00. Sale signs must not be posted on city poles or trees. Street Parking: Parking is not allowed on residential streets between the hours of 12:00 am and 6:00 am. Parking is not allowed on any street in the business district between the hours of 2:00 am and 6:00 am. Parking is not allowed on ANY STREET in the event of an ice storm, or when 2 inches or more of snow has fallen. Solicitor Permits: Solicitor permits are required in residential neighborhoods. Sign Ordinance:All business owners must obtain a sign permit prior to erecting a new sign, or performing major alterations to an existing sign. Special restrictions apply to political signs. Burning:Burning of leaves, yard refuse or any other material is prohibited within the city limits. Recreational bonfires allowed with a permit only. Abandonment of Vehicles or Retention of Derelict Vehicles Prohibited:The abandonment of a motor vehicle or any part thereof or the retention of a derelict vehicle anywhere in the City, in view of the general public, is unlawful except on the property of the owner in a completely enclosed permanent building or structure. Removal of the abandoned or derelict vehicle, or any part thereof, may be authorized by order of the Chief of Police after expiration of seven days from date of violation. Curfew Violations:Under 17 years old: Between 12:01 am to 6 am Saturday; 12:01 am to 6 am Sunday; 11 pm to 6 am the following day, Sunday - Thursday inclusive. Mini-bikes, quad-runners, 3-wheelers and golf carts are not allowed on city streets, sidewalks, public property or in parks at any time. Raffle Licenses:Permits are required to hold a raffle or other chance drawing or event within city limits. Cost $5.00. Noxious Plants and Weeds Declared Nuisance:Any weeds such as or known as jimson, burdock, ragweed, thistle, cockleburr, or other weeds of like kind, and plants or bushes of the species of tall, common or European barberry, otherwise known as Barberis Vulgaris, or its horticultural varieties, found growing in any place or location within the corporate limits of the City, are declared to be a nuisance. It shall be unlawful for any person to cause or permit any such weeds, plants or bushes to grow or remain in any place or location within the corporate limits of the City to a height in excess of eight inches. It is also hereby declared to be a nuisance and shall be unlawful for any person to cause or permit grass to grow or remain in any place or location within the corporate limits of the City to a height in excess of eight inches.
